What is going on?

I went to download the new Jan/Feb issue. I pay the $1.99 monthly renewal for years and instead it ask me to pay $3.99 plus on top of when it automatically renews it for the 1.99 payment.

On top of always being charged $1.99 a month even when its a month that an issue doesnt come out. I have no idea why this is happening but very disappointing.
